Thank you for confirming. I would like to share that your refund is unable to complete because you are needed to add a credit card to your eBay account to make the refund.
Once you add your credit card and refund the buyer, the buyer will be refunded from your eBay funds, available balance will display as negative funds for the amount. The funds on hold will then be released to balance the negative amount in your eBay account.
I try to add a credit card but I don't have enough money on it, and the money of the buyer is still on ebay

Sure, please try and add your Credit card through My eBay > Selling > Payments tab.
In Payments tab, you will find an option, "Add a payment option". You can use the option to add your card.
